Arlena is a female given name, a variant of Arlene which may have originated as a variant of Charlene (a feminine form of Charles, which comes from Germanic Karl meaning “man” via Proto-Germanic *karilaz (free man) derived from a PIE root word. It was originally used to refer to men who were not thralls or or servants but who still lived at the bottom of society, connoting the idea of a “free man”) or other similar sounding names, like Marlene (a blend of Maria and Magdalene, or in some cases Helene). It’s also possible that Arlene may have been inspired by Arlette, the French form of Herleva, an Ancient Germanic female name which may be derived from Germanic element hari “army”, or ēra “honor; renown; respect”.
